The Department of Research Planning and Development has 5 offices organized, according to their specific missions:
The Office of Research Planning
The Office of Planning and Evaluation
(hereafter as the PE Office) was established in September 1998 under the supervision of the NHRI President. Due to the organization re-structure, the PE Office is combined into the Department of Research Planning and Development from October 2006, and re-named as The Office of Research Planning. The Office of Research Planning will carry the following tasks:
- Preparing and submitting the mid-term framework plans and budgetary estimates for different fields every year to the Department of Health and the National Science project reviews as the basis for annual budget request.
- In according with the government assessment system for scientific & technology plans, setting up the key performance indicators for the projects at the NHRI, as well as compiling the "NHRI Annual Reports" and self-appraisal reports in different fields for the government assessment.
- Cooperating with Accounting Office in the Department of Administration to prepare the budget statements and final reports for the Legislation Yuan's budgetary examination and review.
- Preparing NHRI annual report and submitting the NHRI achievement materials to the Department of Health and the National Science Council to be included in "Public Health Annual Report" and "Scientific and technical yearbook".
The Office of Research Collaboration
- To resolve our national and local medical problems more effectively, it is imperative that we share research resources and experience with other research organization. To achieve this task, we arranged and signed MOU with numerous universities, research institutes, medical centers, and hospitals, including Academia Sinica, the National Taiwan University, the National Tsing Hua University, the National Cheng-Kung University, the National Yang-Ming University, the National Defense Medical Center, to name a few.
- One of the important roles of NHRI is to assist the government and the medical community to solve the emerging medical problems. To integrate our nationwide research effort to accomplish this task, we establish a data bank of local researchers in various related research fields, hold symposiums or conferences as needed, integrate constructive opinions stemming from symposiums or conferences on the feasibility of a contract research project and elaborating related proposals, and conduct the administration, review and evaluation of contract research projects.
- Taiwan Tech Trek program: the purpose of this program is to raise the personal interest of young overseas Taiwanese in medical research by participating in our research programs. Some of the activities are as follows: student recruitment, internship consultation, internship positions arrangement, laboratory safety workshop, subsidy providing, participation supervision, presentation of research accomplishment, etc.
- Short-term domestic visiting scholars program: assistance in preparation and submission of the application for eligible domestic scientists to visit and work with intramural PI to conduct in-depth research to address important biomedical or health-related issues.
- We serve as a communication conduit in response to information request from government, universities, scientific communities, etc.
The Office of Research Evaluation
To achieve the ultimate goal of excellence, the office focuses on the review and evaluation the performance of the Intramural Research. The main activities were listed below:
- Assists in annual reviewing and evaluation of intramural research programs. Review comments and evaluation report were used as a reference in resource allocation.
- Arrange periodical external review committee to evaluate the performance of a Division.
- Summarize the documents for annual performance evaluation of the research units, which decided the annual raise and bonus standards.
- Assists in the procurement and competition for the research grants provided by the government agencies.
The Office of Scientific Review and The Office of Scientific Promotion
- Conduct annual review and evaluation of extramural research programs (Integrated Research Grants in Health and Medical Sciences) .
- Select and provide medical and health related research grants to research institutions throughout Taiwan
- Support academic activities such as NHRI conferences, symposium, workshops, educational series and lecture series to promote communication among scientists of scientific communities in Taiwan.
- Provide various fellowships and awards programs to promote bio-medical research by expanding human researches.
